Who you’re talking to

I’m Samuel Ezzatilord, PhD, RCC, CCC, LMCC. Over 25 years I’ve worked with trauma, anxiety, and relationships — from Red Crescent refugee camps and veterans’ clinics to community mental health here in Vancouver. I won’t be shocked by what you bring me, and I won’t rush you.

As an Iranian-Canadian clinician working in both English and Farsi, I understand the weight of آبرو, the pull between cultures, and how hard it can be to say “I need help” out loud. We go at your pace, find what’s really driving things, and work through it together.

Frequently Asked Questions — Insurance, ICBC, FNHA & Direct Billing

Which insurers and programs does Samuel bill directly?

Fees may be covered, depending on eligibility, by ICBC, CVAP, FNHA, IFHP, RCMP, VAC, and most other insurers, and direct billing is available. In practice the claim goes from Samuel to the payer, not through you. Bring your plan or claim details to the free 20-minute call and he will tell you exactly how your sessions will be billed.

What does ‘direct billing’ actually mean for me?

You do not pay and wait for reimbursement. Samuel submits the claim to your extended health plan, ICBC, FNHA, CVAP or IFHP himself, and you are only responsible for any portion your plan does not cover — which he tells you about in advance, never afterwards. There are no invoices to chase and no forms to fill in before your first session.

Are Registered Clinical Counsellor sessions covered by extended health plans in BC?

Most plans, yes. Registered Clinical Counsellors (RCC) are recognised by the large BC and national insurers, and Samuel Ezzatilord, PhD, RCC, CCC, LMCC, holds both the RCC and CCC designations, which covers plans that specify one or the other. Some plans still list only psychologists or social workers; Samuel checks yours on the free call so you know before you start.

How does FNHA counselling coverage work?

First Nations clients in BC may access counselling through the First Nations Health Authority’s mental wellness benefit. Samuel is an FNHA-registered provider and bills FNHA directly, so there is no cost at the door for approved sessions. Sessions are available in person in downtown Vancouver or by video anywhere in BC, and Samuel coordinates with community health staff where the client wishes.

What is IFHP and who qualifies?

The Interim Federal Health Program covers counselling for eligible refugees, refugee claimants and certain other newcomers before provincial coverage begins. Samuel is an IFHP provider and bills the program directly; his 25 years of trauma-informed practice began with refugee-camp work, so this is familiar territory. Sessions are available in Farsi and English.

Does ICBC cover counselling after a car accident?

Yes — under Enhanced Care, ICBC pre-approves counselling started within 12 weeks of a crash, no referral and no fault requirement, and Samuel bills ICBC directly. The detailed questions — number of sessions, the 12-week rule, extensions, what to bring — are answered on the ICBC counselling page.

What is CVAP and how does it pay for counselling?

The Crime Victim Assistance Program funds counselling for people injured by a crime in BC. Once your CVAP claim is approved, Samuel bills the program directly. See CVAP counselling in Vancouver for how to apply and what it covers.

How do I find out what my coverage will be before I commit?

Ask on the free 20-minute call. Have your plan name and member number, or your ICBC, CVAP or FNHA details, to hand and Samuel will tell you what applies and how billing will work. Call or WhatsApp 604-721-0604, or text one line and he will call you back.

More questions about coverage and billing

Do I need a doctor’s referral for coverage?
Usually not. Extended health plans, ICBC pre-approved sessions, FNHA and IFHP do not require a referral to see a Registered Clinical Counsellor. A few employer plans do ask for one for reimbursement; Samuel will tell you if yours is one of them.
What if my extended health plan only covers psychologists?
Some older plans still do. In that case Samuel will tell you plainly, and you can decide whether to use another route — ICBC, CVAP, FNHA or IFHP where relevant, a health spending account, or paying privately. He would rather you know before the first session than after.
Can couples or family sessions be direct-billed?
Yes. Couples and family sessions are billed under the plan of the partner or family member who is the client of record. Bring both partners’ plan details and Samuel will confirm which route gives the best coverage.
Can I use my health spending account?
Yes. Registered Clinical Counsellor sessions are an eligible expense for most health spending accounts; Samuel provides receipts with the details your plan needs.
Is neurofeedback training covered?
Neurofeedback training is offered as part of a counselling plan with Samuel, and coverage depends on your plan. He goes through your specific situation on the free call and explains any difference between counselling sessions and training sessions before you begin.
Do you charge for missed or cancelled sessions?
Cancellation terms are explained on the free call and confirmed before your first appointment, so nothing is a surprise. Life happens; talk to Samuel and it will be handled reasonably.
Do you provide receipts and treatment letters?
Yes. Receipts carry the RCC and CCC registration details insurers ask for, and clinical letters required by a payer to continue coverage are provided as part of the work — with your consent, and never disclosing more than the payer needs.
Does using insurance mean my employer or insurer sees what I talk about?
No. A payer receives what it needs to administer the claim — dates, that treatment occurred, and clinical reporting where the program requires it. The content of your sessions stays inside the practice.
Do you bill VAC or RCMP programs?
Yes, Samuel is a registered provider for Veterans Affairs Canada and RCMP health programs and bills them directly for eligible clients.
Are sessions in Farsi billed the same way?
Yes. Language makes no difference to coverage; every payer route above applies to Farsi sessions exactly as to English ones. جلسات به فارسی برگزار می‌شود.
Where can I read more about each program?
See the ICBC counselling and CVAP counselling pages, and the individual therapy and couples and family therapy pages for what the sessions themselves involve.
How do I start?
With a free 20-minute phone call directly with Samuel — no receptionist, no forms. Call or WhatsApp 604-721-0604, or text a line and he will call you back within a day, in English or Farsi.
